We’re excited to introduce you to Robert Bell. He is a competition and regulatory specialist with over 30 years of experience advising clients on complex competition and regulatory matters in London and Brussels. He’s been involved in leading cases before the Competition and Markets Authority (CMA), the European Commission, and the UK Courts.
He advises clients on a wide range of competition law issues including cartels, competition investigations before competition regulators such as the CMA, Office of Communications (OFCOM), Financial Conduct Authority (FCA) and the EU Commission and provides competition counselling and compliance advice. He also assists clients with competition follow-on damages actions and collective proceedings in the English courts, UK, EU and international merger control and makes necessary filings to assist clients in fulfilling their strategic acquisition strategies. As part of that role, he also advises on the application of the National Security and Investment Act 2021 and other FDI regimes and making any appropriate filings.

Alongside this work, he has extensive experience advising private-sector suppliers on the application of public procurement law to safeguard their rights in the tender process. And, given the introduction of the new procurement regime contained in the Procurement Act 2023, hailed by some as the most significant overhaul to the UK’s procurement framework for a generation and a distinct break from the EU-based directives that shaped public procurement for decades, it’s no surprise that he has prepared a detailed article exploring the key amendments introduced by PA2023, considering their impact, and offering some helpful tips to assist businesses to maintain their competitiveness under the new procurement landscape.
